Environmental CommitteeFall 2007 The County of Santa Cruz Environmental Health Service is accepting loan applications from property owners in the San Lorenzo River Watershed for septic system repairs. This program provides loans at an interest rate of 2.6% and is designed to assist property owners needing to make repairs using more expensive alternative systems!! The County, working in conjunction with the California State Water Resources Control Board and the Central Coast Regional Water Quality Control Board, developed this program. The State has made available up to $2.2 million from the State Revolving Fund. This is a unique program in the state, which was established to facilitate implementation of the County's San Lorenzo Wastewater Management Plan. This program has already resulted in substantial improvements in water quality of the San Lorenzo River and has reduced the occurrence of septic system failures from 18% to 2%!! All applicants must own real property in the San Lorenzo Watershed. Loans will be directed to failing or substandard septic systems in the San Lorenzo Watershed that adversely affect community health and safety and require the use of alternative technology to meet Environmental Health Service repair standards. Loans will be prioritized to owner-occupied residential properties. All applicants wishing to participate in the Loan Program must receive certification from Environmental Health Service that their project is in compliance with the San Lorenzo Wastewater Management Plan, and have an approved septic permit application prior to loan approval. Applicants must also secure written bids to establish the cost of the project. Loans may cover the cost of permit, design, and installation up to a total of $22,000. Loans will be made at a rate of 2.6%, amortized for a period of up to 20 years. Loans are also subject to additional administrative fees.
